INEC Unveils 2025 Roadmap: Digital Credentials to Replace PVCs
The Independent National Electoral Commission (INEC) has announced a groundbreaking proposal to phase out physical Permanent Voter Cards (PVCs) in favor of digital credentials. In a strategic document released this week, the commission outlined its vision for a more technology-driven electoral process. The proposed system would allow voters to download a secure, verifiable digital identity to their smartphones, which can be authenticated at polling units, thereby reducing the logistical nightmare of card distribution.

The roadmap also highlights the commission's support for the establishment of a specialized Electoral Offenses Tribunal. INEC Chairman noted that the commission remains overburdened with the dual responsibility of conducting elections and prosecuting electoral offenders. By unbundling these roles, INEC hopes to focus squarely on election administration while a dedicated body handles legal violations.
Diaspora Voting Pilot
Another major highlight is the potential pilot of diaspora voting. While constitutional amendments are still required, INEC is setting up the technical framework to allow Nigerians living abroad to vote in presidential elections. The commission plans to test this infrastructure in select countries with high Nigerian populations, signaling a major step towards inclusive democracy.
